Banner flutuante

Boa noite galera.

Estou com um problema, alguém sabe como fazer um banner flutuante aque aparece depois de um tempo determinado.

Eu já crie o banner flutuante mas ele aparece logo que a pagina é acessada e eu queria que ele aparece depois de 1 minuto.

Este é o codigo o banner que criei:

Muito bom o codigo, mas quando ele é executado ele modifica a pagina aparecendo no topo.

Eu queria precisou de um que apareça sobre a pagina de preferencia no centro.
