fico legal agora não mostra erro algum

preg_match_all("/<regulamento (.+)<\/regulamento>/sU", $bloco, $chars);         
          foreach ($chars[1] as $char => $valor) {
            preg_match("/regions=(\.*)\/U/", $valor, $region);
                print_r($region);
        }
é queria pegar a region eo pdf um ex de como esta o xml

            <mng_prm_vch_categorias>4</mng_prm_vch_categorias>
            <mng_prm_vch_regulamentos>
                        <regulamento id="338" regions="rs">311_338_.pdf</regulamento>
                        <regulamento id="339" regions="">311_339_.</regulamento>

                         </row>

se imaginas alguma outra sugestão de como posso fazer ue aceito
