O "10" antes do ponto-e-vírgula é a quantidade de segundos que você quer que demore para executar o refresh.

Porém há um detalhe: se o cliente desabilitar os "META TAGs" do Internet Explorer dele, isso não vai funcionar.

Aí você tem o recurso do java script:

<body onLoad="setTimeout('location.reload()',10000)">

É isso aí!
